Description
The HARDY Fuel Loading Module is based on the 1-km fuel loadings map for the Western United States developed by Colin Hardy, U.S. Forest Service. The map is based on the NFDRS fuels map but is designed to reflect the greater fuel loads in the western U.S. The coverage is at 1-km over the western portion of CONUS.

Notes:
The HARDY fuel loading lookup table in BlueSky was re-designed from its original form to expliticly represent each fuel load level for all vegetation types.
Grass fuel loading is hard coded as 0.3, based on an average grass value from FCCS.
Rot and litter values are specified as 1.
If the HARDY fuel load level is "0" (i.e., undefined), the module sets it to "medium".
